Overcoming Fragmentation: Building US Grid Resiliency to Promote National Security

Abstract

The US power system is a conglomeration of technology assets purposed to generate and transport electricity over great distance. This monograph discusses the human origin, design, and purpose of the US power system. A diverse population of private entities and government organizations owns these assets. Continued collaboration among US power system stakeholders and US government agencies promotes progressive regulatory standards. Collaboration is needed to facilitate the hardening of the US power system to mitigate risk if a high impact, low probability event were to occur (i.e. Electromagnetic Pulse). Policy changes, directed from Presidential Executive Orders and the legislation of Legislative Branch of the US government, are necessary to direct federal agency assets to secure the US power system.
