Department of State's Afghan Civilian Advisor Support Program: Audit of Costs Incurred by DynCorp International LLC

Abstract

On December 29, 2014, the Department of States Bureau of International Narcotics and Law Enforcement Affairs (INL) awarded a cost-plus-fixed-fee contract for $15,150,364 to DynCorp International LLC (DynCorp) to support the Afghan Civilian Advisor Support program. Thepurpose of this contract was to increase the Afghan governments abilities to improve public security and support the rule of law. DynCorp wasrequired to provide qualified personnel to support U.S. foreign assistance programs to mentor and train the Afghan National Police and the Afghan Ministry of Interior. After seven modifications, the total funding increased to $21,246,089, and the period of performance was extended from June 30, 2015, through February 29, 2016.
