Child Sexual Assault in Afghanistan: Implementation of the Leahy Laws and Reports of Assault by Afghan Security Forces

Abstract

Since fiscal years FY2002, the United States has appropriated more than $71.2 billion in assistance for the Afghan security forces. Since FY2005, appropriations have been made available to the Secretary of Defense for the Afghanistan Security of Defense for the Afghanistan Security Forces Fund (ASFF) to provide assistance to the Afghan security forces (notwithstanding any other provision of law" ) referred to as the "notwithstanding cause").
