Salang Hospital: Unaddressed Construction Deficiencies, Along with Staffing and Equipment Shortages, Continue to Limit Patient Services

Abstract

On September 11, 2009, the Bagram Regional Contracting Center awarded a $597,929 firm-fixed-price contract--number W91B4N-09-C-RP37--to Shafi Hakimi Construction Company, an Afghan company, to provide labor, materials, and equipment to construct and furnish a 20-bed hospital in the village of Bagh-e Madan, located in the Salang district of Parwan province. The contract required the company to build the hospital, including surgical and X-ray areas, a pharmacy, a laboratory, separate wards for men and women, as well as areas for pediatric, dental, and mental health services.
