Comprehensive Risk Assessments of MOD and MOI Financial Management Capacity Could Improve Oversight of Over $4 Billion in Direct Assistance Funding

Abstract

This report discusses the results of SIGARs review of safeguards created by the Department of Defense (DOD)to protect funds provided directly to Afghanistans Ministries of Defense (MOD) and Interior (MOI). We suggest the Secretary of Defense consider conducting a comprehensive assessment to determine the financial management capabilities and risks within the MOD and MOI and the ministries' relationship with Afghanistan's Ministry of Finance (MOF). We also suggest the Commanding General, Combined Security Transition Command-Afghanistan (CSTC-A) consider, (1) ensuring that its advisors and mentors are included in the Capability Milestone (CM) rating process and any MOD and MOI financial management risk assessments, and(2) reassessing CSTC-A staffing levels to ensure the CJ8 Directorate Financial Management Oversight Office has the capacity to properly oversee direct assistance funding.
