Justice Center in Parwan Courthouse: Poor Oversight Contributed to Failed Project

Abstract

Under a December 2010 agreement between the State Department's Bureau of International Narcotics and Law Enforcement Affairs (INL) and the Department of Defense's Combined Joint Interagency Task Force-435 (CJIATF-435), INL agreed to provide up to $10 million to construct the Justice Center in Parwan (JCIP) complex in Parwan province. On June 13, 2011, the Bagram Regional Contracting Center (BRCC) awarded CLC Construction Company (CLC) a $2.38 million firm fixed-price contract to build the JCIP courthouse, the centerpiece of the 11 buildings in the complex. The contractor was given 155 days to complete the project after the notice to proceed was issued on July 16, 2011. On November 11, 2011, the contract was modified to increase the height of the courthouse ceilings, which increased the contract value to $2.67 million.
