Preliminary Observations and Suggested Actions Before Transition of Security Services to Afghan Public Protection Force

Abstract

The U.S. Agency for International Development (USAID) relies heavily on implementing partners to carryout its reconstruction and humanitarian aid programs in Afghanistan. USAID's implementing partners are responsible for their own security needs and most contract with Private Security Contractors (PSC) for security services for their offices, housing, and project sites, and for the movement of their personnel.
