E.P.I.C. (Enterprise, Partnerships, Innovation, Culture) Speed Electronics: A Pre RFP Application Guide for Alternate Grade Electronics in Small Satellites and Resilient Systems
Abstract
Alternate grade* electronics are highly desirable, due to their advanced capability, low procurement cost, and ready availability. These characteristics are key enablers to new mission concepts that address a wide range of compelling needs. These include resiliency, regular technology refresh, lower cost, rapid acquisition cycles, shorter mission durations, flexible risk tolerance, and continuous production agility. Also included is the need for greater emphasis on achieving holistic, system level reliability versus a singular focus on individual vehicle, subsystem, unit, or part level reliability. That said, alternate grade electronics do not come with the same insight, processing, and test information as Qualified Manufactures List (QML)/Qualified Parts List (QPL) products for military and space applications. Nor do the existing MIL (military) standards reflect or apply to alternate grade electronics. Yet programs still need a body of evidence to establish these parts fitness for space, the definition of which must reflect mission type, criticality, risk, duration, orbit, and other factors. The preparation of this pre-RFP application guide is a result of the Enterprise Corps technical leadership in advancing the tenets of SMC (Space and Missile Systems Center) 2.0 and E.P.I.C. (Enterprise, Partnerships, Innovation, Culture) Speed as they apply to alternate grade electronics. This guide is intended to help developers balance mission assurance effort based on the use of alternate-grade electronics, consistent with the programs constraints. The document delivers practical parts selection and test guidance and identifies options with corresponding risk consideration. The guidance is intended to help inform decisions based on reasonable and acceptable modifications to existing standards and best practices according to mission attributes.
