Latvia Reacts: Confronting Russian Manipulation Techniques

Abstract

Latvian journalists and state officials believe that efforts to confront Kremlin propaganda cannot be accomplished alone with only simple bans or protests. Latvia needs to reinforce its own value system to strengthen its culture and self-confidence. Latvia has proposed laws, developed an ideological foundation to overcome susceptibilities, and developed messages and images to stabilize Latvian values. Latvia is encouraging its citizens to educate themselves on Russian media techniques and methods of argumentation. Educational opportunities are further supported by studies being conducted at Latvian thinktanks. This report will discuss Latvias successes and disappointments in this information struggle.
