DoD Cyber Excepted Service Labor Market Analysis and Options for Use of Compensation Flexibilities

Abstract

This report contains an analysis of the labor demand and supply of seven U.S. Department of Defense (DoD) cyber work roles that were collectively identified as high priority by the service components and the Office of the DoD Chief Information Officer (CIO). This analysis informs the use of compensation flexibilities granted to the DoD for its cyber workforce by the U.S. Congress and creates a potential approach for use of these compensation flexibilities. We provide a framework(based on economic theory) for adjusting pay, identify private-sector occupational counterparts for the seven work roles, discuss findings from DoD employment and compensation questionnaires completed by Cyber Excepted Service (CES) organizations, compare characteristics and life-cycle pay between DoD cyber civilians and their private sector counterparts, and make recommendations aimed at supporting the DoD CIO in setting compensation policy.
