The Fiscal Year 2021 Future Study Program: Character of Warfare 2035 Seminar Report
Abstract
During 16-20 November 2020, over 400 panelists and participants from the Army Modernization Enterprise (AME), Joint Force, 13 allied and partnered nations, other government agencies, industry, think tanks, and academic institutions gathered in a virtual online seminar to identify and describe new and transformational ways warfare could be conducted by and against future adversaries. Subject matter experts led panel discussions on broad topics, to include geo-politics, future environmental trends, future adversarial trends, emerging science and technology trends, biotechnology, artificial intelligence/machine learning (AI/ML), robotics, joint equities, and land warfare. This report organizes the key observations and insights that informed the development of the problem statement into three broad areas: threat trends, conceptual trends, and science and technology (S and T) trends. Additionally, the report describes future considerations that are critical to the Army's ability to create transformational change and inform the development of AimPoint Force 2035 Narrative and the next future Army operating concept.
