Abstract

The Munich Agreement marks a new epoch, - in power shifts, in expansion technique, in national and world patterns. It represents the most astounding transfer of power in all history because it was accomplished without major hostilities. It implies a new type of world order, or disorder. It forces us to scrap most of our conceptions of world politics, and begin a new, feeling out the front as we go.
