Applicability of Supply Chain Concept for Manpower Management

Abstract

Manpower levels for Company Grade Logistic Readiness Officer (LRO) positions can show significant variance from year to year based on the needs of the Air Force. This variance often causes problems in future years when the Air Force determines that there are not enough personnel or too many personnel, which results in the voluntary or in-voluntary separation of Airmen. This thesis uses mixed methods to develop a new approach to manpower management based on supply chain models. This approach leverages concepts from Material Requirements Planning (MRP) and the News Vendor model. The resulting model is used to explore the problems with manpower level variation through scenarios derive.
