United States Air Force Scientific Advisory Board - Report on Future Air Force Vanguard Selection and Management Processes

Abstract

In April 2019, the Air Force released the new 2030 Science and Technology (S and T) Strategy. As part of the 2030 S and T strategy, the Air Force recommends allocating at least 20 percent of the S and T budget to a transformational component intended to drive future force design. The flagship effort is a set of research initiatives designated as Vanguardshigh-priority programs focused on rapidly developing and transitioning game-changing capabilities via prototyping and experimentation. The objective is to create the capability for rapid incorporation of emerging technology into existing and future weapon system platforms within short acquisition timelines. The maiden Vanguard selection process identified three technologies/capabilities that were already in the Department of the Air Forces (DAF) acquisition process. The inaugural Vanguards are Golden Horde, Navigation Technology Satellite-3 and Skyborg.
