Re-Establishing a Permanent Military Base at Subic Bay, Republic of the Philippines

Abstract

As the United States seeks to deter Chinese military aggression and posture forces to respond to armed conflict in the South China Sea, USINDOPACOM should advocate to reestablish a permanent military base in Subic Bay, Republic of the Philippines. Increasing the U.S. military presence in the region will provide USINDOPACOM with strategic and operational advantages by strengthening the U.S.-Philippine alliance, creating a resilient logistics hub, and countering Chinese Anti-Access/Area Denial strategies. The paper begins with a historical review of the previous U.S. military base in the area and includes future force deployment options that support UNINDOPACOM priorities. The paper includes the risk of inaction as Philippine leadership balances the country's relationship with the United States and People's Republic of China.
