Evaluation of the Armed Forces Retirement Home Response to the Coronavirus Disease-2019 Pandemic

Abstract

The objective of this evaluation was to determine whether the Armed Forces Retirement Home (AFRH) officials protected residents, staff, and healthcare personnel from coronavirusdisease-2019 (COVID-19) exposure, in accordance with Federal health and safety guidance.BackgroundCOVID-19 is an infectious disease that can cause a wide spectrum of symptoms. On March 11, 2020, the World Health Organization declared the COVID-19 outbreak a pandemic, and on March 13, 2020, the President declared the COVID-19 pandemic a nationalemergency.1 Under the Coronavirus Aid, Relief, and Economic Security Act (CARES Act)enacted on March 27, 2020, the U.S. Department of Defense (DoD) received $10.5 billion to prevent, prepare for, and respond to COVID-19, domestically and internationally.
