Department of the Army's Operations and Maintenance Support and Networking Services for the Afghan National Army Network Operations Center: Audit of Costs Incurred by IAP Worldwide Services Inc.
Abstract
WHAT THE AUDIT REVIEWED. On October 25, 2018, the Department of the Armys Contracting Command awarded IAP Worldwide Services Inc. (IAP) a 5-year cost-plus fixed-fee task order worth up to $55,111,961 to provide operations and maintenance support and networking services for the Afghan National Army Network Operations Center. The objective of the task order is to help the Afghan Ministry of Defense achieve its goals through effective, efficient information technology. The Army has modified the task order eight times, but has not changed the value or period of performance, which runs from October 25, 2018, to November 24, 2023.SIGARs financial audit, performed by Castro and Company LLC (Castro), reviewed $19,398,780 in costs charged to the task order from November25, 2018, through November 24, 2019. The objectives of the audit were to (1) identify and report on material weaknesses or significant deficiencies in IAPs internal controls related to the task order; (2) identify and report on instances of material noncompliance with the terms of the task order and applicable laws and regulations, including any potential fraud or abuse; (3) determine and report on whether IAP has taken corrective action on prior findings and recommendations; and (4) express an opinion on the fair presentation of IAPs Special Purpose Financial Statement (SPFS).
