Abstract

Kord Technologies, Inc. (Kord), of Huntsville, Alabama, protests its exclusion from the competitive range by the Department of Defense, Missile Defense Agency (MDA), DOCUMENT FOR PUBLIC RELEASE The decision issued on the date below was subject to a GAO Protective Order. Page 2 B-417748.6 et al. under request for proposals (RFP) No. HQ0147-18-R-0009, for services to support the MDA's Advanced Research Center (ARC).1 Kord asserts that the agency failed to assess to its proposal a number of strengths, while unreasonably assessing five weaknesses; improperly evaluated skill mix under one of the technical evaluation factors; failed to conduct meaningful discussions; unreasonably evaluated cost realism; and that the solicitation should be canceled or amended because the agencys needs have materially changed.
