Computer Procurement: Navy CAD/CAM Acquisition has Merit but Management Improvements Needed

Abstract

This report completes our response to your January 22, 1987, request to review the Navy's planned acquisition of Computer Aided Design/Computer Aided Manufacturing (CAD/CAM) equipment. As agreed with your office, we responded in part to your request in a March 3, 1988, report addressing the technical specification for the Navy's CAD/CAM acquisition. This second report addresses the questions raised in your request letter concerning (1) the Navy's management of the acquisition, (2) the Navy's budgetary treatment and reporting of the acquisition, and (3) the Office of the Secretary of Defense's oversight of the acquisition. While we believe that the acquisitions overall goals and approach have merit, the report contains recommendations to the Secretary of the Navy in chapter 6 for improving management of the acquisition.
