Human Factors (HF) and Intelligence, Surveillance and Reconnaissance (ISR) Concept Development and Evaluation

Abstract

The NATO HFM RTG-276 panel titled Human Factors and ISR CD and E was established to identify human factors (HF) issues critical to effective Joint and ISR operations within a NATO operational level Headquarters (HQ). More precisely, the goals of the HFM RTG - 276 were: (1) to gauge current knowledge about HF research in the ISR CD and E process; (2) to identify critical HF to effective JISR operations within a simulated NATO JISR operation; (3) to further validate a model of organizational effectiveness for understanding, explaining, and measuring different aspects of HF issues in JISR operations; (4) to make recommendations regarding improvement of education and training of NATO and partner countries militaries for ISR CD and E coalition operations.
