Economic Adjustment Assistance: Federal Programs Intended to Help Beneficiaries Adjust to Economic Disruption

Abstract

Individuals, businesses, and communities in the United States have had to change how they work or operate because their jobs or economies were affected by external forces such as trade agreements or defense or energy policy changes. The nation's workforce has also undergonerapid, widespread change due to other economic forces such as emerging technologies and shifting business models, a dynamic that is expected to continue. Federal economic adjustment assistance (EAA) programs were established to help workers, businesses, and communitiesrespond to these disruptions and the potential dislocation precipitated by specific economic events.
