Military Airlift: Selected Events in the Development of the C-17

Abstract

Pursuant to a congressional request, GAO provided information on the Air Force's financing of the C-17 military transport aircraft, focusing on: (1) progress payments; (2) the change in accounting treatment of engineering costs; (3) the decision to split the government's contractual acceptance of the development test aircraft into two separate events; (4) reduction to the aircraft's performance specifications; and (5) the status of claims filed by the contractor.
