Stuck in a Rut: An Analysis of Suitable Missions to Help Get TSA's Visible Intermodal Prevention and Response Program Back on the Road

Abstract

The Transportation Security Administration's (TSA) Visible Intermodal Prevention and Response (VIPR) program deploys screening and law enforcement resources to augment and enhance transportation security. This thesis evaluates potential missions selected from TSA's 2020 Biennial National Strategy for Transportation Security Report to Congress that lend themselves to the VIPR program's unique legal authority, ability to provide federal resources, and its embedded capability to deploy personnel and resources to assist stakeholders in all modes of transportation. Recommendations presented in this thesis will enhance VIPR's utility in identifying, detecting, and preventing violent extremist attacks.
