Abstract

Protests that agency misevaluated protesters quotations as unacceptable are denied where the record shows that the evaluation reasonably found each protester's key personnel did not demonstrate that their experience met solicitation requirements. Protest that evaluation reflected unequal treatment is denied where the evaluation of successful vendor's personnel as acceptable was supported by relevant differences between the successful vendor's quotation and the protester's. Protest that successful vendor was ineligible for award because its online registration record did not list the applicable North American Industry Classification System (NAICS) code is denied where record demonstrated that the requirement was unimportant, and the vendor's omission was properly waived.
