Drug Control: Impact of DOD's Detection and Monitoring on Cocaine Flow
Abstract
Amid growing concern over the national security threat posed by illegal drugs, the Congress enacted legislation for fiscal year 1989 designating the Department of Defense (DOD) as the lead agency for detecting and monitoring air and maritime shipments of illegal drugs in transit to the United States. GAO reviewed DOD'S implementation of the new mission at the request of the Chairman, House Committee on Government Operations, and in response to requirements of the fiscal year 1991 National Defense Authorization Act. The review focused on DOD'S (1) performance in expanding and integrating national detection and monitoring capabilities and (2) contribution to the national goal of reducing the supply of drugs entering the United States.
