OMB CIRCULAR A-76: Legislation Has Curbed Many Cost Studies in the Military Services

Abstract

OMB Circular A-76 established the policy guiding federal agencies in determining the most economical way to carry out their commercial activities. Examples of these activities include custodial services, data processing, and vehicle maintenance. The circular requires agencies to review their commercial activities to determine whether it is more economical to retain the work in-house or to contract it out to the private sector.
