Abstract

Shivoy, Inc., of Reston, Virginia, a small business, protests the award of a contract to U.S. Information Technologies Corporation (USIT), of Chantilly, Virginia, under request for proposals (RFP) No. SP4701-15-R-0047, which was issued by the Department of Defense, Defense Logistics Agency (DLA), for database support services and maintenance. Shivoy challenges DLAs evaluation of its proposal as technically unacceptable and ineligible for award. The protester contends that the agencys evaluation was materially flawed due to a latent ambiguity, introduced by the agency during discussions. Shivoy also asserts that DLAs discussions were misleading.
