Establishing a Sovereign Guided Weapons Enterprise for Australia: International and Domestic Lessons Learned

Abstract

In response to Australia's 2020 Defence Strategic Update calling for increased weapon inventories across the Australian Defence Force, this project offers an initial examination of key considerations related to the creation of a Sovereign Guided Weapons Enterprise. This exploration consists of three focus areas: (1) lessons learned from five international sovereign defence industry initiatives; (2) lessons learned from Australia's own experiences developing sovereign shipbuilding and munitions manufacturing industries, particularly the steps needed to implement acquisition plans cost-effectively and the resulting economic and industry effects throughout Australia; and (3) the implications of all these lessons for the Australian Sovereign Guided Weapons Enterprise, particularly the challenges it is likely to face and the key considerations for creating a plan to address those challenges
