A Case Study to Identify Common Acquisition Planning Issues for Research, Development, Testing, and Evaluation (RDT and E) Projects
Abstract
This Joint Applied Project presents research on Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) procurement processes for Research, Development, Test, and Evaluation (RDT and E) Defense Science and Technology (Defense S and T) Government Purchase Card (GPC) purchases, and identifies solutions for expedited procurement solutions. Methodology includes a comparative analysis of the Procurement Action Lead Time (PALT) of NUWCDIVNPT 2019 acquisitions, current Standard Procurement Processes (SPP), and subject matter expert (SME) experience. Research strongly suggest that the current SPP can be revised to accommodate the unique needs of RDT and E Defense S and T project procurements and reduce Procurement Action Lead Time (PALT) for the same, to allow NUWCDIVNPT to continue to move at the speed of relevance. Solutions include the creation of a Service Cost Center (SCC), standardization of data entry, and an update to the Material Management Tracking System (MMTS). Recommendations for further research include reviewing current Standard Operating Procedures (SOP) and common practices to find areas to relieve some of the administrative burdens of receipt control processes, and research into adding additional warehouse type modules to Navy Enterprise Resource Planning (Navy ERP) to automate some of the logistical tasks that are currently being completed inefficiently.
