Department of Defense: Status of Achieving Outcomes and Addressing Major Management Challenges

Abstract

As you requested, we reviewed the Department of Defense's (DOD) fiscal year 2000 performance report required by the Government Performance and Results Act of 1993 (GPRA) to assess the Department's progress in achieving selected outcomes that you identified as important mission areas for DOD. We did not review DOD's fiscal year 2002 performance plan because it had not been issued. DOD is uncertain if the plan will be issued in this fiscal year because the Department is undergoing a major review of its national defense strategies and business operations, which may result in changes to the way DOD reports performance information. Thus, we are unable, at this time, to discuss DOD's fiscal year 2002 goals and strategies to achieve the selected outcomes. Also, we could not compare DOD's fiscal year 2002 performance plan with its fiscal year 2001 performance plan for the selected outcomes. These are the same outcomes we addressed in our June 2000 review of DOD's fiscal year 1999 performance report and fiscal year 2001 performance plan to provide a baseline by which to measure DOD's performance from year to year.
