Survey of Policies, Procedures and Practices for Developing and Reviewing Proposed Military Hospital Construction Projects

Abstract

Pursuant to a request contained in a letter dated April 28, 1967, from the Chairman, Committee on Appropriations, House of Representatives, the General Accounting Office made inquiries into the policies, procedures, and practices of the Department of Defense relative to the determination of requirements and the planning and programming of hospital construction projects. We also obtained general information on comparable policies and procedures relative to hospital construction programs of other Government agencies; i.e., the Veterans Administration's hospital construction program and the Department of Health, Education, and Welfare's grant program to States (commonly known as the Hill-Burton program) for assisting in the construction and equipping of public and nonprofit hospitals.
