Canceled DOD Appropriations $615 Million of Illegal or Otherwise Improper Adjustments

Abstract

In 1990, the Congress changed the law governing the use of appropriation accounts because it determined that controls over them were notworking.1 Committee reports and other statements relating to the legislation show that members of the Congress were concerned that theCongress had inadequate control over the expenditure of hundreds of millions of dollars of expired appropriations, particularly in theDepartment of Defense (DOD).
