PROCUREMENT: Assessment of DOD's Multiyear Contract Candidates

Abstract

DOD estimates that the nine multiyear contract candidates will require about $9.3 billion in then-year dollars to complete the planned multiyear procurements. Projected savings from these procurements are dependent on increased funding in the early years of the multiyear periods when compared to the annual contract funding. DOD budget submissions for the nine candidates requested an additional $68.8 million in obligational authority for fiscal year 1988 and an additional $236.9 million in obligational authority for fiscal year 1989 compared to their estimated requirements under annual procurements. Using multiyear contracts instead of annual contracts will save about $908 million in then-year dollars, or about 8.9 percent, according to DOD.
