Department of Defense and General Services Administration Management and Sales of Hazardous Materials

Abstract

The two primary purchasing agencies for the federal government, GSA and DOD, bought over $10 billion of supplies and equipment per yearfor the last three fiscal years. During this same time, over $2.7 billion of material became excess to the needs of the using agency.The material became excess for a number of reasons including overbuying, changes in the agency's mission or requirements, andpoor inventory control.
