Emergency Airlift: Responsiveness of the Civil Reserve Air Fleet Can Be Improved

Abstract

The Civil Reserve Air Fleet (CRAF) consists of commercial aircraft committed to support the Department of Defense (DOD) in a national crisis orwar. In such an emergency, CRAF is expected to transport 95 percent ofthe troops and 27 percent of the cargo that would be transported by air.Because of the extent of reliance to be placed on CRAF in the event of anational emergency, GAO reviewed the program to assess the ability ofCRAF to respond to such an emergency. Specifically, GAO wanted todetermine:l Are DOD'S efforts to assure that CW is ready for mobilization sufficientand effective?. Are the commercial carriers prepared to support CRAF aircraft, particularly at foreign airfields?
