DOD's Real Property Maintenance and Repair Backlog

Abstract

The Department of Defense and the military services have not been able to cut the growth of the backlog of real property maintenance and repair work. The backlog has more than doubled to over $2 billion from fiscal year 1973 to the end of fiscal year 1978. This amount exceeds the actual expenditures reported by the services. DOD cites the following reasons as the chief causes of the growth: Budget constraints, Inflation, Continued deterioration of work identified but not corrected, Increased emphasis on identifying the back log, Redefinition of what work should be included.
