DOD Accounting Systems: Efforts to Improve System for Navy Need Overall Structure

Abstract

This report presents our analysis of the Defense Finance and Accounting Services (DFAS) efforts to reduce the number of Navy accounting systems and to enhance and implement a Navy-wide system to account for general fund operations. We performed this work as part of our review of the reliability of the Navys fiscal year 1994 consolidated financial reports, which we reported on in March 1996.1 In that report, we disclosed serious financial management and reporting problems that undermine Navys efforts to ensure proper accountability and drain resources needed for military readiness.
