Decision Matter of: IPKeys Technologies, LLC

Abstract

Protest challenging agency's evaluation of technical proposals is denied where the record establishes that the evaluation was reasonable and consistent with the solicitation evaluation criteria. Protest against an agency's cost-realism analysis of the awardee's proposal is denied where the record shows that the agency reasonably evaluated the awardees proposed costs, taking into account the awardee's technical approach and individual cost elements.
