Abstract

Our definition of defense articles and services is based on the U.S. governments International Traffic in ArmsRegulations. This regulation defines a defense service as the furnishing of assistance to foreign persons, whichincludes the design, engineering, manufacture, operation, and maintenance of defense articles.
