Hearing on Future Force Structure Requirements for the United States Navy

Abstract

Chairman Courtney, Ranking Member Wittman, distinguished members of the subcommittee, thank you for the opportunity to appear before you today to testify on future force structure requirements for the U.S. Navy. This is a topic I have worked on for Congress throughout my 36 years as a CRS specialist in naval affairs. (My biography is shown in Appendix A.)As requested, this statement addresses the FY2021 Navy 30-year shipbuilding plan and Integrated Naval Force Structure Assessment (INFSA) in connection with Congresss assessment and markup of the Navys FY2021 budget submission. This statement draws from some of my CRS reports for Congress, particularly my report on Navy force structure and shipbuilding plans.1
