Improvements Needed in Defense's Efforts To Use Work Measurement

Abstract

Defense's military services are devoting some 4,483 staff-years at a cost of $58 million to their application of work measurement--a proven technique for improving labor productivity. GAO has found that the services were not providing sufficient management emphasis torealize their full potential. For the last 10 a years, emphasis has been on the depot-level activity, a major segment of workload susceptible to coverage. Improvements are needed in this area as well as in other areas not now covered by work measurement.
