Acquisition Efficiency and the Future Navy Force

Abstract

Chairman Forbes, Ranking Member Courtney, distinguished members of the subcommittee, thank you for the opportunity to appear before you today to discuss acquisition efficiency and the future Navy force. You asked that I testify on how contracting mechanisms like multiyear procurement (MYP) and block buy contracting (BBC) can reduce the procurement costs of Navy ships, and on the use of incremental funding in Navy shipbuilding. These are topics that I have been following in my CRS reports since 2002.
