Nuclear Materials: Section 604, Omnibus Diplomatic Security and Antiterrorism Act of 1986

Abstract

In your letter dated December 17, 1987, you requested that we investigate certain matters concerning compliance with section 604 of the Omnibus Diplomatic Security and Antiterrorism Act of 1986. The section requires that the Secretaries of Defense, Energy, and State; the Director of the Arms Control and Disarmament Agency: and the Nuclear Regulatory Commission shall each review and report on the adequacy of physical security standards for the shipment and storage of certain amounts of plutonium and enriched uranium outside the United States. The reports were to be provided to the Congress within 6 months of the act's becoming law (by February 27, 1987).
