Report of the Army Scientific Advisory Panel Ad Hoc Committee for Project Masster

Abstract

In this study, the Ad Hoc Group reviewed a large number of tests. They concluded that the expected outcome of tests and evaluations must be carefully analyzed in terms of the measurable parameters, the judgmental decisions, and the interrelationships which exist between the various factors. From this type of analysis, the Group believes that appropriate measures of effectiveness can be derived with more deliberate choices.
