ASAP Working Group on Foreign Technology

Abstract

The ASAP was formed to enhance the Army's timely and efficient utilization of technology. The Panel recommends participating with the requirements-developers in foreign countries to determine whether a mutual agreement can be reached concerning new weapon system concepts. Then, once a mutual program is isolated, the program manager should be endowed with authority by the weapon system rather than the requirements currently on the books. Furthermore, the use of foreign weapon systems can be used as test candidates to evaluate the U.S. counterparts. Finally, the U.S. can utilize foreign technology if it sees savings in money, development time, or in enhancing our capability to integrate military operations with a foreign ally.
