Dirty Deeds Done Dirt Cheap: Stand in Forces are Best Suited for Military Deception Operations

Abstract

This research paper examines the use of the Marine Corps' Stand-In Forces (SIF) concept of employment (CONEMP) to conduct military deception (MILDEC) operations in support of the fleet commander's operational deception plan. Specifically, it demonstrates how SIF can execute A-Type and M-Type deception operations to cause PRC decision-makers to misallocate personnel, equipment, and resources or draw their attention and resources away from the fleet commander's main effort. Moreover, it demonstrates why using SIF as a part of the fleet commander's deception plan is a viable and cost-effective means to create a gap in the PRC's defensive bubble.
