High-Value Space Asset Defense and Threat Mitigation

Abstract

Network-Centric warfare is a critical component of modern combat operations and allows the United States to retain an advantage in the Pacific Theatre. As these networks have evolved in complexity over time, a growing number have relied on space-based satellite architecture. Since its first successful Direct-Ascent Anti-Satellite (DAASAT) missile test in 2007, China has emerged as a challenger to U.S. superiority in space and has developed a robust anti-satellite capability. In preparation for future conflict, INDOPACOM must develop a Joint Space Defense Initiative (JSDI) to identify and defend the critical communication paths and datalinks that will enable U.S. network-centric warfare in the Pacific Theatre. To support this development, INDOPACOM must systematically: 1. Identify critical satellite links and designate high-value space assets (HVSA). 2. Develop methods to defend these space assets. 3. Develop tactics and procedures to mitigate the loss of an HVSA.
