STABILIZING IRAQ: Factors Impeding the Development of Capable Iraqi Security Forces

Abstract

In May 2003, the Coalition Provisional Authority dissolved the military organizations of the former regime, and the United States and Iraq began the process of reestablishing or creating new Iraqi military and police forces. In October 2003, the multinational force outlined a multistep plan for transferring security missions to the Iraqi forces.
