BUDGET REPROGRAMMING: Opportunities to Improve DOD's Reprogramming Process

Abstract

GAO found that DoD'S fiscal year 1987 reprogramming requests met mutually established congressional and WD guidance. GAO also made selected tests of the fiscal year 1986 service-approved reprogramming actions, which require summary congressional disclosure but not prior review. These tests also showed no exceptions to reprogramming guidance.
