MISSILE DEVELOPMENT: AMRAAM's Combat Effectiveness at Production Not Fully Tested

Abstract

Short of actual combat, test and evaluation is the primary means of assessing a weapon systems performance. The role of test and evaluation is to demonstrate that a system, before it is produced, can meet performance requirements and that it will be effective in combat. Insufficient testing increases performance uncertainty and the risk of costly redesign and modification after deployment. Representative Denny Smith requested that GAO review the plans for and report on the status of Advanced Medium Range Air-to-Air Missile (AMRAAM) testing at the time of the Defense Acquisition Boards review for the second low-rate production.
